The film begins with the death of Lucas' mentor and boss, Bumpy Johnson. This leaves a vacuum in the drug trade, and Lucas sees an opportunity to take over. He begins to build his own organization, importing pure heroin from Thailand and selling it at a lower price than his competitors. Lucas becomes extremely successful, and his brand of heroin, known as "Blue Magic," becomes highly sought after.
However, Lucas' success does not go unnoticed. Detective Richie Roberts, a Newark police officer, becomes determined to bring Lucas down. Roberts is a straight shooter who is not afraid to go against the grain in order to do what is right. He assembles a team of officers to investigate Lucas and his organization.
As Roberts and his team work to gather evidence against Lucas, Lucas becomes increasingly paranoid and violent. He realizes that he is being targeted by the police and takes steps to protect himself and his business. He is also involved in a power struggle with his rival, Nicky Barnes, who is also a major player in the drug trade.
Despite Lucas' efforts to evade the law, Roberts is eventually able to build a strong case against him. Lucas is arrested and charged with multiple counts of drug trafficking. He is sentenced to life in prison.
